: No, Soesterberg is a (semi-dormant) militairy airbase.
Nowadays it is supposed to be used mainly by helicopters, but there are still some fixed wing militairy operations. Civil operations are normally not allowed unless there is some connection to the militairy (e.g. target-towing, VIP-flights with militairy, government officials, etc.) Such flights need prior approval from the Ministry of Defense.
Best alternative(s) are Amsterdam-Schiphol (EHAM/AMS) or Rotterdam (EHRD/RTM) which are both approx 1 hour away by road.
Amsterdam is slightly closer, but Rotterdam is far more flexible and efficient to use.
