THX for your reply.

We found the fees for LYTV Tivat and they were exceptionally high.
The actual Landing fee was ± 80€ but to park the plane they asked 120€ per/1000kg a day. Claiming they had but few hardstands.

Seems there is a power struggle going on between the FYR owened JAT who builds and runs the place and the local Montenegrian goverment.

In the end we took a commercial flight direct from Frankfurt to Tivat, and your right the terminals have been seriously neglected.
